To achieve this goal, the city will have to accelerate the formation of a start-up ecosystem and promote entrepreneurship and support 2,000 start-up projects through counselling, training and incubation. The city also needs to develop its infrastructure to provide a framework for a thriving start-up ecosystem. Further administrative reform during 2016 to 2020 was also discussed.
