The targets were announced at the city's people's council session on December 4th. Reports at the session pointed out that the city fulfilled all 20 indicators and in some cases surpassed their set targets.
However, the city's party secretary Hoang Trung Hai said some problems still remained. Therefore, he asked the city to pilot a model for the city government and improving administration in rural areas.
