Government tightens criteria for ODA loans

For this reason, the Vietnamese government is tightening criteria for ODA loan eligibility with Decree 52. The new regulation rules out ODA loans for all provinces that have overdue payments of longer than 180 days or are unable to prove their ability to pay them back. In addition, the government has made sure that localities can apply for greater ODA loans if they reduce the percentage of state budget funding in the province's total expenditure.
