Article 292 is one of the clauses to be amended that hinders businesses, especially the start-up community. Use of the term “other services” in the regulation for other services provided via internet and telecommunication network, these services will be clearly identified or eliminated.

In addition, the range of illicit profit will be narrowed when considering criminalisation penalties. The proposed range of the illicit profit will be regulated between 100 million and 300 million VND, instead of the range between 50 of 300 million VND previously.

These changes are expected to avoid creating barriers to the development of start-up enterprises.
