Establish norms based on the practical organization of production and service provision, based on scientific and technological achievements, ensuring stability over a certain period, and in accordance with practical requirements. When there are technological changes, changes in legal regulations, or when they no longer meet practical requirements, the norms must be adjusted or reestablished.
Norms for similar work steps within the jurisdictionof the Ministry of Information and Communications must ensure uniformity.
Meeting the General Requirements for the Structure of Economic - Technical Norms
The goal of the development of economic and technical norms is to establish the basis for determining the price (unit price) of public service activities in the field of journalism. Economic and technical norms serve as the basis for competent authorities to determine the prices of public service products in the field of journalism within competence of the Ministry of Information and Communications.
In order to increase the efficiency of media agencies and to facilitate the execution of orders for public service activities placed by state agencies, media agencies shall develop and submit for issuance economic and technical norms. These norms also serve as the basis for developing and implementing plans, managing finances, and ensuring quality in the operations of the public service unit providing media services using the state budget; promoting involvement of the private sector in the provision of public service activities in the field of journalism.
Classification of Economic and Technical Norms in the Field of Journalism
For public service activities using the central budget: Central press agencies organize the preparation of economic and technical norms and submit reports to the competent administrative agency for approval or authorization to approve and issue for implementation within that press agency.
For public service activities using local budgets: Based on the list of public service activities issued by the competent authority at the local level, the provincial People's Committee organizes the formulation of economic and technical norms and issues them for application to local press agencies.
Authority Regulating Economic and Technical Norms in the Field of Journalism
The Ministry of Information and Communications is developing a decree guiding the process of preparation, evaluation and issuance of economic and technical norms for public service activities using the state budget in the field of journalism under the state management of the Ministry of Information and Communications. The decree also regulates economic and technical norms for public service activities using the state budget in the field of journalism for agencies directly under the Ministry of Information and Communications.
Central press agencies organize the elaboration of economic and technical norms according to the guidelines, submit them to the competent management agency for approval or authorization to approve and issue them for implementation within that press agency. The central press management agencies are responsible for evaluating, approving, or authorizing the approval and issuance of norms according to the guidelines of this Decree.
The People's Committees of provinces and first-tier cities shall regulate economic and technical norms for public service activities in the field of journalism within the local jurisdiction, using local budgets.
