Draft decree on ODA management published

The Ministry of Planning and Investment is collecting feedback for a draft Decree on the management and use of official development assistance (ODA) and preferential loans from foreign assistants, which will replace Decree No. 38/2013/NĐ-CP, issued on April 23rd 2013.

According to the draft decree, ODA will be prioritized for projects in policy development, institutional reform, and human resource development.

These projects will directly support the enhancement of socio-economic and cultural issues. The draft decree also includes a mechanism for the private sector to gain access to ODA and preferential loans such as investments in public private partnership projects that have ODA and preferential loans.
