VTV.vn - The Diplomatic Academy of Vietnam in coordination with the British Embassy in Hanoi and the Konrad Adenauer Stiftung (KAS) Office, co-organised the 11th Ocean Dialogue themed “Hybrid Activities: Helping or Hindering Order at Sea”.

Vietnam faces a physically imminent threat of hybrid activities and "gray zone" tactics in the coastal and maritime domain, so it is important to address these threats and challenges not reactively, but preventively by increasing readiness to manage, counter and recover to minimise the effects of hybrid threats.

The event consisted of presentations and vivid discussions, showing not only different perspectives but also different focuses on numerous areas of this topic through four sessions named ‘Hybrid Activities from Myths to Realities’, ‘Identifying Non – Kinetic Toolbox of Hybrid Threats’, ‘High-technology - A Key Enabler of Hybrid Threats?’, and ‘Policy and legal recommendations to manage hybrid activities’.

At the dialogue, regional and international experts identified, and analysed potential threats by hybrid activities and recommended solutions and policies on how to handle these threats.

The Ocean Dialogue Series initiated by the Diplomatic Academy of Vietnam is at the leading edge of ocean law and policy in Southeast Asia. It aims to connect scientists, lawyers, and diplomats, to promote the application of science and technology to sustainable marine management.

Dr. Nguyen Hung Son, Vice President of the Diplomatic Academy of Vietnam expressed his hopes that the discussions at the dialogue will provide policymakers with a better understanding of hybrid activities and gray zone activities so that they can proactively respond and adopt proper regulations and laws governing these activities.
