The Mekong Delta city of Can Tho has recently issued a plan, backed by a 150 billion VND (over 5.9 million USD) budget, to position itself as one of the 10 most digital-savvy localities in the country.

With a three-pronged approach on digital government and a digital economy, the plan aims at renewing public services while bolstering economic growth through technological innovation.

Accordingly, the city is targeting to have all of its public services designed or redesigned to optimise user-experience and 95% of the services to be available online. It has also worked to ensure 80% of the services offer online fee payment.

Aiming to raise the digital economy’s contribution to 20% of the city’s GDP, the plan highlighted widespread adoption of digital contracts and an e-invoicing system in the e-commerce sector, at shopping malls, and among catering service providers and retailers to prevent tax evasion.

Can Tho also aims to provide broadband fiber-optic internet access to all households, digital signatures will be granted to over 50% of its adult population, and digital health records through the VNeID application will be carried out across all healthcare facilities. The plan also includes the universal access to 4G/5G mobile services.

The city has already achieved significant milestones in its digital journey. By the end of 2024, it successfully implemented 1,097 level-4 online public services and launched a pilot programme for smart city operations. Currently, 72% of households have fiber-optic internet access, and over 89% of adults own smartphones, with widespread 3G and 4G coverage and ongoing 5G trials.
