One of the highlight of the 13th National Party Congress is clarifying the goal of developing a prosperous and happy nation with a vision to turn Vietnam into a socialist-oriented developed country by the middle of the 21st century.
Accordingly, Vietnam is set to become a developing nation with modernity-oriented industry and surpass the low-middle-income level by 2025; a developing nation, with modern industry and high middle income by 2030; and a developed nation with high income by 2045.
Based on goals and tasks set in each stage of development, draft documents for the congress detailed orientations for the national development strategy in the 2021-2023 period, aiming to bring our country enter a new stage of development.
In which, the country’s overall development strategy focuses on speeding up the “Doi Moi” (Renewal) process in a comprehensive and synchronous manner; boosting rapid and sustainable development of economy, politics, culture, society and environment; enhancing socialist-oriented market economy; renewing the growth model; promoting economic restructuring; accelerating industrialisation and modernisation; and stepping up renovation and national digital transformation.
According to economic experts, it is necessary to clarify the relations between observing the rules of the market economy and ensuring socialist orientations, as well as the relations between the State, the market, and the society in order to realise the above-mentioned tasks.
They stressed that reforming and increasing the quality of socialist-oriented market economy while boosting integration and law enforcement are prerequisite for promoting national development.
They also suggested solutions including continue to complete and increase the quality of the comprehensive, synchronous, modern and integrated socialist-oriented market economic institutions; increase effectiveness of law enforcement agencies; fully develop the market for production factors; ensure freedom to conduct business activities; mobilise, allocate and effectively use resources based on market principles; promote administrate reform; and improve business environment to encourage equal and transparent competition.
The experts believe that clear definition of requirements and proposal of comprehensive solutions to develop socialist-oriented market economy is important to Vietnam in the next stage of development as it helps to improve the quality of the economy's growth through an efficient resource allocation mechanism.
In the face of the great opportunities brought by the fourth Industrial Revolution, draft documents for the 13th National Party Congress emphasised the need to promote the research and application of advanced science and technology in order to make science and technology the main driving force of economic growth.
Priority should be given to promoting national digital transformation, develop digital economy and digital society in order to make a breakthrough in improving productivity, quality, efficiency and competitiveness of the economy. This is a major change in thinking contributing to narrowing the develop gap between Vietnam and other countries in the region and in the world.
In the 35 years of the “Doi Moi” (Renewal) process, our country has gained remarkable and historical achievements. Our national strength and position have been enhanced, the competitiveness and self-reliance of the economy has been increased.
It is necessary for Vietnam to create a firm foundation for development in the 2021-2030 period, while parking the desire to develop a prosperous and happy nation among its people.
The 13th National Party Congress is a significant milestone that opens up a new stage of development of our entire Party, people and army, not only for the next five years but also for the long run of the country and nation. The congress’s success will consolidate people’s trust in the Party and State, which is the most important driving force for Vietnam to achieve prosperity.
