He stressed that the programme must deliver tangible results, ensuring that all citizens benefit from national development, while demanding coordinated action and greater accountability among ministries and local authorities.
Following the National Assembly's approval of Resolution No. 46 on the investment policy for the national target programme, the Government issued Decree No. 387 to consolidate implementation guidelines, facilitate prompt implementation and simplify administrative procedures.
Prime Minister Le Minh Hung stressed the need for coordinated policies, unified action, and a people-centred approach, with greater autonomy and accountability for local authorities.
Prime Minister Le Minh Hung said: "The integration of national target programmes must improve governance and make better use of resources without compromising the objectives or benefits approved by the National Assembly. Local authorities must be empowered to make decisions and take responsibility for results. Waste, losses, and misconduct must not be tolerated. Success must be measured by actual outcomes and the benefits people receive".
The Prime Minister assigned specific responsibilities to ministries and local authorities. The Ministry of Agriculture and Environment will coordinate implementation and address obstacles, while the Ministry of Finance will prepare funding allocations for 2027. Other relevant ministries will oversee targets within their respective sectors, while provincial authorities must accelerate disbursement, develop five-year implementation plans, and prioritise projects that directly improve people's lives.
The Prime Minister urged all agencies to act decisively, ensuring that citizens are not left waiting and that the programme delivers measurable improvements in living standards and sustainable development.
