A shining example of mass mobilization in the northeastern border region of our country.

VTV.vn - Not only are they highly skilled and disciplined, but the officers and soldiers of Regiment 43 (Division 395, Military Region 3), with their responsibility, dedication, closeness to the people, and understanding of the people.

Lieutenant Colonel Bui Van Nhon, Secretary of the Party Committee and Political Commissar of Regiment 43, stated: "Over the years, the unit's officers and soldiers have always been closely associated with and supported the Party committees, government, armed forces, and ethnic minority communities of the locality. 

Through effectively fulfilling their role as a working force and organizing effective civilian outreach activities, the Regiment's officers and soldiers have joined hands with the ethnic minority communities in Quang Tan and Quang Duc communes (Quang Ninh province) to build new rural areas, eliminate temporary and dilapidated houses; participate in disaster prevention and control, including storms, floods, fires, and rescue operations; and disseminate the Party and State's policies and guidelines, promoting socio -economic development in the northeastern border region of the Fatherland."

Comrade Tran Thi Minh Chau, Vice Chairman of the Vietnam Fatherland Front Committee of Quang Duc commune and Secretary of the Youth Union of Quang Duc commune, said: "With the desire to share and help alleviate the difficulties and hardships in the socio-economic life of the local people, during each holiday, Regiment 43 often coordinates with local organizations to organize many practical models and programs such as: "Youth of the Regiment with the Spring of the Border", "Zero-Cost Booth" or "Spring in the Border Region: A Heartwarming Bond Between Soldiers and Civilians". Each gift and each item handed directly to the people by the soldiers has contributed to bringing warm and prosperous Tet holidays, full of the bond between soldiers and civilians in the Northeast border region of the Fatherland."

During the period 2021-2025, Regiment 43 organized 9 field training exercises for civilian outreach work with over 1,500 officers and soldiers participating, providing over 20,000 man-days of support to the Party committees, authorities, and people in Quang Tan and Quang Duc communes to carry out many meaningful tasks, especially in participating in the construction of new rural areas.

It is precisely from the practical experience gained during field exercises and civilian outreach activities that the officers and soldiers of the Regiment have organized many effective forms and models of civilian outreach, suitable to the characteristics and situation of the area, especially in remote areas and areas with a large population of ethnic minorities. Among them, people like Mrs. Phoong Nhi Mui, a Thanh Y Dao ethnic minority woman from Po Hen village, Quang Duc commune, are "living witnesses" to the effectiveness of the good methods and creative models in implementing mass mobilization work by the officers and soldiers of Regiment 43.

Ms. Phoong Nhi Mui shared: "Previously, when the soldiers came to help the villagers, they noticed that many middle-aged and elderly people, as well as children, were not proficient in communicating, reading, and writing in the common Vietnamese language, making it difficult to access information and propaganda. Therefore, on their next visit, the soldiers of Regiment 43 developed and implemented a model of 'Vietnamese language training for ethnic minorities.' 

The soldiers mobilized and propagated information to each family, encouraging the elderly and children who were not proficient in the common Vietnamese language to come to the village cultural center to study. Unit officers also went 'door to door,' combining propaganda about policies, guidelines, and laws with teaching the elderly and children to practice writing, reading, and communication." 

Through these experiences, people like us have gradually learned to recognize letters, write, read news, communicate at a basic level in standard Vietnamese, and have found it easier to access information about socio-economic development policies for ethnic minority communities in border areas.

The "Vietnamese Language Training for Ethnic Minorities" model has demonstrated a proactive, creative, and innovative approach to carrying out mass mobilization work at Regiment 43, especially in organizing and implementing Government Decree 57 on the Army's participation in propaganda and mobilization of ethnic minorities, actively fighting to thwart the schemes and tactics of hostile forces aiming to divide national unity in the new situation.

Thanks to this, over the past five years, the unit has effectively developed and implemented eight models of mass mobilization work; organized 76 propaganda sessions reaching thousands of people; written, published, and distributed hundreds of news articles and reports; printed 30 banners and action slogans; and distributed over 1,200 leaflets containing content and images promoting the Party's guidelines and policies, the State's laws and regulations, civilized lifestyles, and awareness, prevention, and combating the schemes and tactics of hostile forces.
