The national plan aims to ensure that every family with children is equipped with proper knowledge and skills on child protection, with 100% of schoolchildren to receive instructions, knowledge and life skills to protect themselves from violence and sexual abuse.
Under the plan, 100% of staff, coordinators and volunteers working in child protection will see their capacity enhanced in child protection services. Particularly, the child protection service in emergencies will be upgraded and developed in across the country.
At the same time, 100% educational management agencies and educational facilities will have communication campaigns to raise awareness and responsibilities among their staff members, teachers and learners of school violence and child sexual abuse so that support and prompt intervention can be taken once any case is detected.
The plan also targets to strengthen capacity for 100% of health facilities at commune and district levels in providing health care services for children and to improve the child-friendly investigative skills among police officers working in cases relating to violence against children and child sexual abuse.
The plan details five groups of solutions to help realise these targets, focusing on raising the responsibilities of local authorities in child protection, completing the legal system on dealing with child issues, developing child protection services, improving the operation of inter-sectoral organisations on child protection, and building a national database on child protection, violence against children, and child sexual abuse.
