According to the governor of the State Bank of Vietnam (SBV), preferential loans for agricultural development are sourced from commercial banks' capital, without any support from the state budget. This is why only effective projects are granted access to loans. Most high tech agriculture projects require considerable capital, but the markets for these products are still limited. The SBV has requested the Ministry of Natural Resources and Environment to make amendments to regulations on land-use rights certificates to help enterprises apply for loans. Farmers also need to have effective production and business plans to access bank loans.
