By 2017, interest on ODA loans will rise and preferential loans and ODA loans will increasingly switch to commercial loans with increasing interest rates and shorter payment term. This means that until the disbursement of ODA capital has increased, Vietnam will have to pay higher interest rates on ODA loans.
