VTV.vn - Prime Minister Nguyen Xuan Phuc has signed Decision No. 621/QD-TTg on assigning tasks for himself and Deputy PMs.

Accordingly, PM Phuc, also Secretary of the Government’s Party Committee (GPC), is in charge of the Government’s overall leadership and management as authorised, directly monitoring the socio-economic plans and strategies of the country and regions (including land use plans and planning); national monetary, credit and financial plans and strategies; the use of the State budget reserve, the financial resere fund, the Foreign Exchange Reserve Fund and other funds of the State; the issuance of bonds and Government bonds; the annual plan on money supply; the strategy on coping with climate change; strategies on national defence, security and external affairs; the institutional construction; apparatus organisation and human resource work; State administrative boundaries; the development of agriculture and rural areas; issues related to ethnic, religious, emulation and commendation work; important and emergency tasks; and breakthrough solutions in all fields.

The PM should also coordinate between the Government’s operation and agencies under the Party, the National Assembly, the Vietnam Fatherland Front and socio-political organisations; track and steer the Ministry of National Defence, the Ministry of Public Security, the Ministry of Agriculture and Rural Development, Vietnam News Agency, Vietnam Television, the Voice of Vietnam and the management board of Ho Chi Minh Mausoleum while being Head of the State Steering Committees on the East Sea and Islands and on International Integration; Chairs of the Central Emulation and Commendation Council and the National Council on Education; as well as leading other National Committees and Councils.

Deputy PM Truong Hoa Binh, also Vice Secretary of the GPC, will help the PM follow up and realise assigned tasks related to administrative reforms; trafficking, trade fraud and corruption prevention; examining and resolving claims and denunciations; ensuring traffic safety and order; criminal prevention; special amnesty; judicial reform; and issues related to ethnic, religious, emulation and commendation, work while coordinating the Government’s operation with the Supreme People’s Court and the Supreme People’s Procuracy and supporting the PM in monitoring the Ministry of Home Affairs, the Ministry of Justice, the Government Inspectorate, the Committee on Ethnic Minority Affairs, the Government Office, and the Ho Chi Minh National Academy of Politics.

Binh is also Head of the National Steering Committee on the Prevention and Control of Smuggling, Trade Fraud and Fake Commodities; Chairman of the National Traffic Safety Committee; Head of the Steering Committee on Criminal Prevention; and Chairs of other National Councils, Committees and Steering Committees in relevant sectors while undertaking other duties as assigned and authorised by the PM.

Deputy PM and Minister of Foreign Affairs Pham Binh Minh, a GPC member, will help the PM address tasks related to diplomatic and external affairs (including external affairs of the Party, the State and people); official development assistance (ODA) and non-governmental aid; international integration; negotiations and implementation of bilateral and multi-lateral international commitments (excluding fields regulated in Point A, Part 4, Article 2 of the Decision); relations with international and regional organisations, and foreign non-governmental organisations; and issues related to borders, the East Sea, islands, overseas Vietnameses and human rights.

Minh is also Chair of the Vietnam-Laos and Vietnam-Cambodia Intergovernmental Committees; Head of the State Steering Committee on Land Border Demarcation and the Steering Committee on Human Rights; as well as Chair of other National Councils and Steering Committees in relevant sectors while conducting other tasks assigned and authorised by the PM.

Deputy PM Vuong Dinh Hue, a GPC member, will help the PM monitor the general economic bloc, including planning work; finance and prices; monetary markets and banking; the stock market and financial investment sources; forecasts and policies on steering the macro-economy; arranging and innovating State-owned enterprises; international economic integration; negotiations and implementation of bilateral and multilateral economic agreements; policies on salaries and social welfare; hunger eradication and poverty reduction.

He is also in charge of developing business types and the collective economy, and supporting the PM to track and monitor the Ministry of Planning and Investment, the Ministry of Finance, the State Bank of Vietnam, the National Financial Supervisory Commission, Vietnam Social Insurance, the Vietnam Development Bank, the Social Policy Bank and the State Capital Investment Corporation.

Hue is assigned to lead the National Financial and Monetary Policy Advisory Council, the Steering Committee on Studying and Implementing Salary Reform Policy, the Steering Committee for Innovation and Development of Businesses, and other National Councils and Steering Committees in relevant sectors.

Deputy PM Vu Duc Dam, a GPC member, will support the PM to monitor issues related to education and training; science and technology; labour, employment and social issues; information and communications; culture and tourism; sports; health care, population, families and children.

He will help the PM monitor the Ministry of Education and Training, the Ministry of Labour, War Invalids and Social Affairs, the Ministry of Information and Communications, the Ministry of Science and Technology, the Ministry of Health, the Ministry of Culture, Sports and Tourism, the Vietnam Academy of Science and Technology, the Vietnam Academy of Social Sciences, the Hanoi National University and the Ho Chi Minh City National University.

Dam chairs the Central Education Council on National Defence and Security Education, the National Council on Sustainable Development and Competitiveness Improvement, the State Steering Committee on Tourism, the Central Intersectoral Steering Committee on Food Safety, the National Committee for HIV/AIDS, Drugs and Prostitution Prevention and Control, as well as other National Councils and Steering Committees in relevant fields.

Deputy PM Trinh Dinh Dung, a GPC member, will help the PM to monitor issues related to industry, trade, import, export, construction, transportation, natural resources and environment; foreign direct investment; ensuring and saving energy; key national projects and fundamental construction investment projects as regulated in the Laws on Investment and Public Investment; economic, industrial and processing zones; natural disaster prevention, and search and rescue.

He will help the PM to monitor the Ministry of Industry and Trade, the Ministry of Construction, the Ministry of Transportation and the Ministry of Natural Resources and Environment while chairing the National Council on Water Resources, the State Steering Committee on Key Projects on Oil and Gas, the Steering Committee on Organising and Monitoring Development of Key Economic Regions, the Steering Committee on the National Target Programme on Climate Change Response, the Central Steering Committee on Housing and Real Estate Market Policy, as well as other National Councils and Steering Committees for relevant fields.

The Decision is effective as of the date of signing and any previous regulations which are contrary to the Decision are to be abolished. The Cabinet members, heads of agencies under the Government and Chairs of People’s Councils and People’s Committees of centrally-governed provinces and cities are responsible for implementing the Decision.
