Deputy Prime Minister Vuong Dinh Hue chaired the proceedings on behalf of the government and Communist Party of Vietnam. Not only was this ceremony of historic significance, it also carried a spiritual purpose. Officials and citizens gathered together for a requiem for the men who have sacrificed their lives throughout Vietnam's struggles for liberation and national sovereignty. The congregation laid a wreath to commemorate the 81 days of the defence of Quang Tri Citadel in 1972.
