National strategy for attracting talents to public sector to be developed

It's important to develop a strategy to concretize the Party's guidelines on attracting and utilizing talents as there have been no specific regulations on this issue among localities.

In order to attract good candidates to the public sector, the focus must be placed on developing suitable remuneration as well as creating a favorable working environment for employees.
