NA Standing Committee approves ordinance on adjustments and supplements to four planning-related ord

VTV.vn - The National Assembly (NA) Standing Committee approved an ordinance on adjustments and supplements to a number of articles of four planning-related ordinances, with a high level of consensus, during a working session in Hanoi on December 22.

Opening the session, NA Chairwoman Nguyen Thi Kim Ngan, on behalf of the NA and the NA Standing Committee, extended her best wishes to generations of officers and soldiers of the Vietnam People’s Army (VPA) on the 74th founding anniversary of the VPA (December 22, 1944-2018).

The NA Standing Committee then voted to pass an ordinance on adjusting and supplementing four other ordinances of the Committee related to planning.

According to a verification report on the ordinance, the majority of opinions of the NA’s Committee for Economic Affairs agreed with the proposal to revise the Ordinance on Defence Industry in the direction that planning for defence industry development is not separate but a content in the planning on defence facilities, military zones, ammunition warehouses and defence industry pursuant to Item 24, Annex 1 of the Law on Planning.

Most comments made by the NA Committee for Economic Affairs also endorsed the Government’s report on amending the Ordinance on Market Management in the direction of omitting the word “planning”. As explained by the Government, the regulations on market management force development planning are not consistent with the planning concept in the Law on Planning, as this kind of planning is prohibited as stipulated by the Law on Planning. The development of market management forces will be implemented according to the market management force development plan.

The Ordinance on Preferential Treatment for National Contributors has been revised and supplemented in the direction that the Ministry of Labour, Invalids and Social Affairs works with the relevant agencies to identify martyrs memorial works in the planning concerned. According to the Law on Planning, the planning of martyr memorial works will not be made separately but will be a content of regional, provincial, urban or rural planning.

The Library Ordinance has been amended and supplemented in the direction that the content of state management on libraries includes organising the preparation of the contents of the library network development plan in the cultural and sports facility network planning and other related plans.

Addressing the meeting, Chairman of the NA’s Law Committee Nguyen Khac Dinh said the Law Committee agrees with the Committee for Economic Affairs that the draft ordinance on adjustments and supplements to some articles of the four planning-related ordinances is eligible to be submitted to the NA Standing Committee for approval.

Members of the NA Standing Committee voted to adopt the ordinance amending and supplementing a number of articles of four other ordinances related to planning.
