Accordingly, the Government has requested the People’s Committees of 13 provinces including Ha Nam, Ha Giang, Bac Kan, Bac Giang, Phu Tho, Lang Son, Thanh Hoa, Phu Yen, Quang Binh, Nghe An, Gia Lai, Khanh Hoa, and Vinh Phuc to set boundaries and publicise the area of paddy field land that needs to be strictly protected; to regulate the allocation of resources and the state budget, ensuring the benefits between areas for the development of urban centres, industries and services and areas reserved for cultivation of rice and forest land.
They are also requested to adopt policies and appropriate measures to reduce production costs and improve incomes for farmers and increase investment in social and technical infrastructure, ensuring uniformity among areas.
In addition, the management and use of land must be in accordance with the planning and land use plans, especially in the areas where land use purposes will be shifted to focus on economic development and economic restructuring. At the same time, the inspection and control of the management and use of land must be strengthened to prevent and handle violations.
