VTV.vn - Hanoi People's Committee has just issued Document No. 4568/UBND-NC dated December 17, 2021 on the installation of a device that scans QR codes on Chip-based ID cards.

The installation of a device that scans QR codes on Chip-based ID cards aims improve the effectiveness of the prevention and control of the COVID-19 epidemic, strictly implement regulations on control of people entering and leaving the headquarters of agencies and units, contributing to ensuring the safety of employees, security and order in the capital area.

The City People's Committee requested the Department of Information and Communications to actively coordinate with relevant units to promote propaganda so that all citizens are aware of the utility and effectiveness of Chip-based ID cards in the process of "flexibly adapting, safely and controlling COVID-19 in new normal" conditions.

The Department of Health was assigned to actively advise the City Party Committee and the City People's Committee to send a written request to the Ministry of Health to urgently transfer Hanoi's vaccination data to the Ministry of Public Security for authentication; fully update information on subjects under F0 and those who have recovered from illness as prescribed, in order to facilitate the police force to integrate information into the national population database.

The city requires departments, agencies, People's Committees of districts, towns to review and propose in writing the quantity of specialised equipment to be installed, and report to the City People's Committee; prepare conditions for deployment and installation of specialized equipment that scans QR codes on Chip-based ID cards with chips to control people entering and leaving.

In which, reviewing all officials and employees who have not been issued with Chip-based ID cards and have not been vaccinated, make a specific list, and coordinate with the police and health authorities to immediately carry out the issue of Chip-based ID cards and organise vaccinations; proactively make a list of staff who have been vaccinated but have not updated vaccination information on PC-Covid, VNEID applications to send to the Department of Health for guidance and support in updating information.

Based on actual conditions, departments, branches, People's Committees of districts, towns deploy and install QR code scanning devices on Chip-based ID cards at railway stations, airports, and piers, elevated tram stations, commercial centres, public areas and checkpoints according to their assigned functions and tasks to control people in and out for the prevention and control of the COVID-19 epidemic.

The city police are assigned to summarize the number of devices proposed by the units to report to the City People's Committee; proactively coordinate with professional units under the Ministry of Public Security in guiding the use and installation of specialized equipment at the request of departments, agencies, branches and People's Committees of districts, towns.

The City People's Committee also assigned the Department of Finance and the Department of Information and Communications to assume the prime responsibility for, and coordinate with the City Police in working with professional units under the Ministry of Public Security on the procurement of specialized equipment, ensuring quality, technical specifications, information security regime and instructions for purchasing and finalizing units to install, use, and ensure compliance with the law.
